The above answers are all wrong.
(WMA is not all that great, there is no such thing as 360kbps with MP3, and WMA@64kbps is certainly not as good as MP3@128kbps.)
AAC is best for the iPod, and MP3 is best for everything else.
(Ogg Vorbis is even better, but there are very few MP3 players that can actually play it.)

you need to make up your mind. do you want high quality or small file size? the wma will be better quality, but a larger file. the mp3 will be a smaller file, but not so hot on quality.
go with mp3 @ 360kbps for best sound / size ratio.
the best format sound with added bass effect will be WMA format sound it is also of small size and mp3 at 128 kbps is equal to 64 kbps WMA also very small size
